CONSTITUTION OF THE COLE HARBOUR MINOR BASEBALL ASSOCIATION

 
 
ARTICLES OF CONSTITUTION
 
 
ARTICLE 1 - NAME
 
 
1.1          The name of the Association shall be the Cole Harbour Minor Baseball Association (CHMBA).
1.2          CHMBA players will play within the leagues of the DDMBA and BNS.
 
ARTICLE 2- AIMS AND OBJECTIVES
 
2.1          To encourage good sportsmanship.
 
2.2          To organize and co-ordinate league play and tournaments.
 
2.3          Promote and encourage skill development for players aged 3 to 18 years.
 
2.4          to promote good citizenship and sportsmanship and abide by the guidelines taught in the Respect in Sport program
 
2.5          Work co-operatively with the Parks and Recreation Department of the Halifax Regional Municipality towards improved and additional playing facilities for minor league baseball.
 
2.6          To support the objectives and rules of Baseball Canada and Baseball Nova Scotia.
 
2.7          To establish committees when required to assist the Association in meeting its objectives or to review existing policies of the Association.
 
 
 
ARTICLE 3 - AMENDMENTS
 
3.1         The constitution of the CHMBA cannot be altered except at an annual meeting and notice of the         
              proposed alteration shall be given to the secretary at least one week before the day of the    
             meeting, and the secretary shall immediately notify the Executive Committee of the proposed
             changes.  Notice of the proposed amendments shall be sent to the members of the association.  An
             amendment to this Constitution can only be made at an annual meeting by a two thirds majority of
             the members voting thereon.
 
 
ARTICLE 4 - MEMBERSHIP
 
  4.1       The membership of the association shall consist of parents or guardians of all players
              registered for any of the teams under its jurisdiction, coaches and managers of all teams under its
             jurisdiction and Executive members
 
 
ARTICLE 5 - THE EXECUTIVE
 
5.1          The executive shall conduct the day-to-day affairs of CHMBA.
 
5.2          The executive shall consist of President, Treasurer, Equipment Manager, Field Operations Manager, 3 Program coordinators and the President of the Field Partnership.  All to be elected at the Annual General Meeting (AGM) & serve a 3 year term.
5.3          The appointment of the Executive Officers shall be made within the Executive at its first regular meeting of the year and shall be subject to the following provisions: A nomination shall be accepted for the office of President only if that person has served in the Executive during the previous year prior to his/her nomination.
 
5.3         Only members within the CHMBA boundaries and with a child active in the association are
              able to vote on the executive positions.
 
5.4          Meetings of the executive shall be held as often as required to deal with the business of the            
              Association.
  
5.5          The President or Field Operations Manager is permitted to authorize non-budgetary expenses up to $200.00 if such expense is warranted to be able to perform CHMBA duties. This expense will be reviewed at the next available CHMBA Board meeting.
 
5.6        The Executive shall have the power to: control the affairs of the Association, fill any vacancy
             that might occur in its membership, amend  or alter regulations of the Association and suspend
             or discipline any Executive member, coach, manager, player, umpire or other official connected to
            the Association.
 
 
ARTICLE 6 - PRESIDENT
 
6.1          The President shall be the chief officer and spokesperson for the Association with regards to the DDMBA, BNS and Baseball Canada as well as the Media for CHMBA purposes.
 
6.2          The President shall chair all meetings of the Association and can be a signing officer.
 
6.3          The President shall be a member of all committees if he/she so wishes. All committees will report to the president.
 
6.4          The President shall have the power to make appointments as required.
 
 
ARTICLE 7 - FIELD OPERATIONS MANAGER
 
7.1         The Field Operations Manager (FOM) shall assume the duties of President in the absence of the President.
                                               
7.2          The FOM can be a signing authority for the CHMBA accounts.
 
  
 
ARTICLE 8 - TREASURER
 
8.1          The Treasurer shall keep true and accurate account of all monies for the Association.
 
8.2          The Treasurer shall provide a financial report at each executive meeting & final report at the AGM.
 
8.3          The Treasurer shall be a signing officer.
 
8.4          The Treasurer along with the President will meet with the coordinators to approve their budget for the season. All budgets are to be presented to the board for approval at the first of the season.
 
 
ARTICLE 9 - PROGRAM COORDINATORS
 
9.1          House Coordinators shall be responsible for organizing schedules and providing this information to the Secretary prior to the season starting.
 
9.2          Coordinators cannot be a signing authority for the CHMBA accounts.
 
9.3          Coordinators shall be responsible for organizing spring training camps, playing rules & end-of-year tournaments. All must be approved by the board.
 
9.4          All Coordinators shall be responsible for promoting better baseball in Cole Harbour with regards to Fun Days & Benefit tournaments.
 
9.5          The Rep Coordinator, with the assistance of a selection committee, shall pick the head coaches of all teams (at that level). All coaches must be approved by the board.
 
9.6          Coordinators, with the assistance of his/her coaches, shall determine player skill level.
 
 
ARTICLE 10 - EQUIPMENT MANAGER
 
10.1        The Equipment Manager shall be responsible for the distribution to and receipt of equipment for ball programs. He/She shall always strive to seek out the best value for CHMBA for the purchase of uniforms and equipment.  All purchases over $100 must be approved by the executive.
 
10.2        The Equipment Manager must keep an accurate account of Uniforms/equipment & provide the Board with an inventory at the end of the year.
 
10.3        The Equipment Manager is responsible for the winter storage of all equipment & uniforms.            
 
 
 
ARTICLE 11 - LEAGUE RULES
 
11.1        The Executive shall annually approve the CHMBA playing rules prior to May 1st.
 
 
ARTICLE 12 - UMPIRES
 
 
12.1        The Board of Directors shall annually enter into an agreement with the Umpires Association covering assignment, payment and other amenities as agreed to by both parties.
 
 
ARTICLE 13 - DISCIPLINARY POLICY
 
13.1        The Executive shall appoint a committee to oversee Disciplinary.
 
13.2        All members playing within sanctioned CHMBA play shall be subject to the rulings of the Board.
 
 
 
 
 
 
ARTICLE 14 - ORDER OF BUSINESS
 
14.1       The following order of business shall be observed at all meetings:
                   i Reading of minutes of last meeting and/or special meeting.
                   ii. Business arising out of minutes.
                   iii. President’s Address.
                   iv. Committee Reports, Treasurer’s Report, etc.
                   v. Resolutions, general or new business.
                   vi. Adjournment 
 
14.2        The Executive shall have the authority to add such duties as it deems necessary for any member of  
               the Executive or any of its Committee Chairman.  Such additions would be regarded as temporary
               and could be modified or deleted without a constitutional change.
 
14.3        The Executive shall also have the authority to appoint additional committee chairmen for such
               responsibilities as they shall decide.
